FAQ: 2026–2027 Creative Entrepreneur Accelerator Program

General

The Creative Entrepreneur Accelerator Program provides grant funding and business-planning resources to Pennsylvania creative entrepreneurs who want to grow their for-profit creative businesses. The 2026–2027 program offers two funding tiers:

  • Growth Grant: Up to $4,000
  • Impact Grant: Up to $17,00

The program is administered statewide by Bridgeway Capital in collaboration with Pennsylvania Creative Industries.

The 2026–2027 CEA Program has been revised and updated from previous program years, including changes to eligibility, funding tiers, and program support. Key changes include:

  • Two distinct grant tiers: Applicants may be considered for either a Growth Grant of up to $4,000 or an Impact Grant of up to $17,000, based on the eligibility requirements and goals described in the application.
  • Different eligibility thresholds: The Growth Grant is available to eligible creative businesses with annual revenue of $10,000 to $2 million, while the Impact Grant is available to established creative businesses with annual revenue of $50,000 to $2 million.
  • Greater emphasis on community impact for the Impact Grant: Impact Grant applicants should demonstrate how their proposed investment will support business growth while creating meaningful benefits for their communities.
  • Business assistance is built into the program: Impact Grant recipients will participate in a two-month peer cohort and receive business coaching. Growth Grant recipients will have access to optional online technical assistance opportunities.
  • No referral coordinator requirement before applying: Applicants do not need to identify or work with a referral coordinator before submitting an application this year.
  • SBDC and/or LaunchBox participation is optional: Applicants are encouraged, but not required, to work with a Pennsylvania Small Business Development Center (SBDC) or another business advisor when preparing their application.
  • Past CEA grantees may apply under the revised eligibility rules: Past grantees may apply for the 2026–2027 opportunity, subject to the current eligibility requirements and their grant status. Businesses that received a CEA award during the 2025–2026 grant cycle are not eligible to apply until the anticipated 2027–2028 cycle.

Applicants should review the complete 2026–2027 guidelines because eligibility and post-award requirements differ by funding tier.

Growth Grant — up to $4,000

The Growth Grant is designed for emerging-to-established creative businesses pursuing opportunities that support business growth, market expansion, and/or financial resilience.
Eligible businesses generally have annual revenue of $10,000 to $2 million.

Impact Grant — up to $17,000

The Impact Grant is designed for established creative businesses seeking to invest in long-term business sustainability while generating meaningful community impact.
Eligible businesses generally have annual revenue of $50,000 to $2 million and must have been operating for at least one year.

The funding tiers were revised to better align grant funding with the different stages of growth and needs of creative businesses.

The 2026–2027 program provides two distinct opportunities:

  • Growth Grant — up to $4,000: Designed for emerging-to-established creative businesses seeking opportunities that support growth, market expansion, and/or financial resilience.
  • Impact Grant — up to $17,000: Designed for established creative businesses with greater demonstrated revenue and a proposed investment that supports long-term business sustainability and meaningful community impact.

The revised structure allows the program to provide a smaller growth-focused investment for a broader range of eligible creative businesses while providing a larger catalytic investment to established businesses that can demonstrate both business growth potential and community impact.

The changes also allow the program to pair different levels of business assistance with the needs of each funding tier. Impact Grant recipients participate in a required peer cohort and receive business coaching, while Growth Grant recipients have access to optional technical assistance and other resources.

Applicants should also review the complete 2026–2027 CEA Application Guidelines before submitting an application. The complete guidelines govern eligibility, allowable expenses, award requirements, reporting, and other program terms.

Applications are accessed through Keystone Creatives. Applicants will follow the application link to the Blackbaud grant portal, create an account, complete the eligibility screener, and then proceed to the full application if eligible.

No. Technical assistance is optional for Growth Grant recipients.

Growth Grant recipients will have access to no-cost technical assistance opportunities, including webinars and other business resources, but there is no requirement to participate in technical assistance as a condition of receiving the Growth Grant.

Recipients are encouraged to take advantage of these resources if they believe they would be helpful to their business, but choosing not to participate will not prevent a selected Growth Grant recipient from receiving their award, provided they complete all other required program tasks.

Impact Grant recipients must participate in a two-month peer cohort that includes:

  • Three virtual peer gatherings.
  • Up to 10 hours of one-on-one business coaching.
  • At least one private business coaching session.
  • Development and submission of a finalized use-of-funds plan.
  • Business Growth Ladder assessment requirements.
  • Program check-ins during the grant activity period.

Optional webinars and in-person peer gatherings may also be available.

  • Be able to provide tax documentation verifying their business and revenue.

No. The CEA Program is for Pennsylvania creative entrepreneurs and businesses operating in Pennsylvania.

Applicants must be current Pennsylvania residents and must have been operating their business in Pennsylvania for at least one year. Applicants must also be able to provide documentation verifying their Pennsylvania residency and business operations.

If you live and operate your business entirely outside Pennsylvania, you do not qualify for this program.

Not during the 2026–2027 grant cycle. For the first five years of the program, there was no minimum revenue requirement. This year, the program is focused on creative businesses with established revenue that are positioned to use grant funding to support continued growth and impact. The program will be reevaluated each year to help maximize its reach and impact across Pennsylvania’s creative economy.

Creative entrepreneurs should generate original artistic or crafted products, services, or intellectual property, have a high degree of authorship, and derive their revenue primarily from creative work. Eligible creative industries include:

  • Marketing: Advertising and marketing agencies and professionals
  • Architecture: Architecture firms and architects
  • Visual Arts & Crafts: Galleries, artists, artisans, makers, and tattoo artists
  • Design: Product, interior, graphic, and fashion design
  • Film & Media: Film, video, animation, television, and radio businesses
  • Digital Games: Game companies, programmers, and individuals producing games
  • Music & Entertainment: Producers, venues, musicians, and performers
  • Publishing: Print or electronic businesses, content creators, editors, and writers

Pennsylvania Creative Industries reserves the right to determine whether an applicant meets the creative entrepreneurship criteria.

If you are unsure whether your business falls within an eligible creative industry, review the creative industry categories in the application guidelines and consider whether your business’s primary revenue is generated through creative work, original products, services, or intellectual property.

If you are still unsure, you are encouraged to apply if you believe your business may qualify. Applications will be reviewed to determine whether the applicant meets the program’s definition of a creative business.

You may also seek guidance from an SBDC, LaunchBox, or other business advisor before applying. However, you are not required to work with an advisor in order to apply.

Yes, past CEA grantees may apply under the revised 2026–2027 eligibility rules, provided they meet all current requirements. However:

  • Businesses awarded a CEA grant during the 2025–2026 grant cycle are not eligible to apply for 2026–2027 and are expected to become eligible beginning with the anticipated 2027–2028 cycle.
  • A previous grantee in a non-current status because of unresolved reporting, documentation, misuse of funds, or other award-agreement issues is not eligible until that status is resolved.
  • A business that received a Growth Grant is not eligible for another Growth Grant for three years and/or grant cycles after selection, but may apply for the Impact Grant in the following year and/or grant cycle.
  • A business that received an Impact Grant is not eligible for another Impact Grant for three years and/or grant cycles after selection, but may apply for the Growth Grant in the following year and/or grant cycle.

Eligible applicants are encouraged to apply for both the Growth Grant and Impact Grant if they meet the requirements for each. Applicants may only receive one grant per application cycle, but applying for both does not reduce an applicant’s chances of being selected for either grant. Each grant opportunity will be considered independently based on its respective criteria.

Not for the 2026-2027 grant cycle. Applicants must meet the minimum annual revenue requirement for the grant tier to which they are applying. From the program’s launch in 2020–2021 through August 2026, the CEA program distributed approximately $3.2 million to 1,600 grantees, with no minimum annual revenue requirements. Building on that broad reach, the program has evolved, and the current revenue thresholds are intended to focus this round of funding on emerging and established creative businesses positioned to use grant funds for business growth and impact.

Preparation

The strongest application will clearly connect your business, your growth goals, your proposed use of funds, and the expected results of the investment.

Remember:

  • You do not need a referral coordinator before applying.
  • You do not have to work with an advisor, although SBDC and/or LaunchBox assistance is encouraged and available at no cost.
  • Growth Grant recipients are not required to participate in technical assistance.
  • Carefully select the funding tier that matches your business’s eligibility and goals.
  • Make sure your proposed expenses are eligible.
  • Explain specifically how the grant will help your business grow and become more sustainable.
  • Impact Grant applicants should clearly explain the community impact associated with their proposed investment.
  • If you are unsure whether your business qualifies as a creative business, review the eligible creative industries and consider applying if you believe you may qualify; Pennsylvania Creative Industries will make the final determination.
  • If you are located and operating outside Pennsylvania, you do not qualify for this program.
  • Submit all required information before the December 31, 2026, 9:00 p.m. EST deadline.

No. There is no referral coordinator requirement before applying for the 2026–2027 CEA Program.

Applicants may apply directly through the Keystone Creatives application process. You are not required to obtain a referral, referral coordinator, or pre-application approval from another organization.

No. Working with a Small Business Development Center (SBDC) or a LaunchBox is optional, but strongly encouraged.

Applicants may work with a business advisor or technical assistance provider, such as their local SBDC or LaunchBox, to help strengthen their business plan, growth strategy, budget, and proposed use of funds.

Assistance can be particularly helpful if you want another perspective on your business goals, financial information, or project plan. However, you will not be disadvantaged simply because you do not work with a consultant, and a referral or consultation is not a prerequisite for submitting an application.

The Pennsylvania SBDC network has 15 centers serving all 67 Pennsylvania counties. You can find your county’s appropriate center through the Pennsylvania SBDC statewide locations directory.

The LaunchBox & Innovation Network is comprised of 24 LaunchBoxes and innovation spaces embedded within Commonwealth campus communities across the state. Each innovation space provides a wide array of no-cost resources needed by entrepreneurs and innovators. Of those, 22 locations are LaunchBoxes™ providing specialized programs to launch startup companies.

This is a highly competitive grant program, and thoughtful applications stand out. While working with an advisor is not required, applicants are encouraged to review the application questions in advance and take advantage of free assistance through the Pennsylvania SBDC Network and Invent Penn State LaunchBox & Innovation Network. Advisors can help refine your responses and strengthen your application.

Pennsylvania SBDCs and LaunchBoxes provide no-cost or low-cost, confidential consulting to eligible clients. Applicants who choose to use SBDC assistance should contact the appropriate local center to request consulting.

Community impact may include, but is not limited to:

  • Growing a small business in a low- to moderate-income area.
  • Activating an underutilized property in a low- to moderate-income area.
  • Creating quality jobs that provide a living wage and benefits.
  • Other meaningful benefits to the community that are connected to the business’s growth strategy.

Applicants should explain how the requested grant investment will help the business grow while also producing positive community benefits.

Eligible applicants will answer questions about:

  • Their creative business.
  • Business growth goals.
  • Community impact, where applicable.
  • Proposed use of grant funds.
  • Their project budget.

Applicants should clearly explain why the proposed investment is important to the business and how the grant will contribute to growth, sustainability, financial resilience, and/or community impact.

Advisor or consultant assistance is not a requirement and does not guarantee an award. Applications are reviewed through a statewide panel review process, and funding is limited.

Advisor assistance is simply an optional resource that applicants can use to strengthen their business planning and application materials.

Strong applications help reviewers clearly understand your creative business, where it is today, where you want to take it, and how grant funding can help you get there. You do not need to have every detail figured out, but your application should present a thoughtful and realistic plan that connects the proposed use of funds to specific business goals and opportunities. Reviewers will consider both your written responses and the broader picture of your business presented throughout the application.

Applications will be independently reviewed by individuals from across Pennsylvania. Prior participation in Bridgeway programs, financing, or technical assistance will not be a deciding factor. Awards will also consider geographic representation to support an equitable distribution of funds and foster creative business growth and community impact across the Commonwealth. Pennsylvania Creative Industries does reserve the right to review all applicants to determine their level of creative entrepreneurship as it relates to this grant.

Process

Eligible applications are reviewed through a panel process involving reviewers from across Pennsylvania. Because funding is limited, not every eligible applicant will receive an award.

Non-selection does not indicate that a business lacks value. Applicants who are not selected are encouraged to apply in a future eligible grant cycle.

Due to limited resources, we are unable to answer all inquires as to why applications may or may not have been selected.

Selected applicants must complete the required verification and onboarding steps for their grant tier. Depending on the tier, these may include:

  • Providing the most recent tax return to verify revenue submitted in application.
  • Signing the award agreement.
  • Completing the Business Growth Ladder (BGL) assessment.
  • Providing a W-9.
  • Providing banking and routing information for direct deposit.
  • Commit to business assistance requirements (Impact
  • Grant recipients only).
  • Submitting a finalized use-of-funds plan, when required.

Grant funds will be distributed after the required documentation, and program tasks have been completed and approved.

This is a non-reimbursement grant. Selected grantees receive their grant funds before eligible expenses are incurred or paid.

Funds are distributed as a single lump-sum payment Ramp via direct deposit. Checks will not be issued.

Yes. Grant funds must be 100% spent within the applicable activity period and only on eligible, approved activities.

If an activity is not completely finished by the end of the activity period, meaningful progress must have been made and reported.

Yes. Awardees must complete required reporting after the grant activity period, including an outcomes-related survey and a follow-up Business Growth Ladder assessment.

Awardees should maintain documentation demonstrating eligible use of grant funds and the outcomes of their funded activities.
